The Company
Intercept Technical Assessment and Response is a company founded by Lars Skinner in 2000, to provide consulting services on a variety of security and WMD-response issues. Intercept has worked with clients on diverse projects ranging from facility vulnerability assessments to executive protection assignments, from evaluating response team effectiveness to creating new course material for First Responders nationwide.
About Lars Skinner
Lars Skinner has worked in the security and hazardous materials/CBRNE fields for the last 32 years, including serving on the San Diego regional hazmat response team (HIRT), the Metropolitan Medical Strike Team (MMST), and the San Diego Urban Search and Rescue Team (CA TF-8). He has also worked as an instructor for tactical teams performing sensitive site exploitation (SSE) of covert chemical/biological weapons labs for the Edgewood Chemical-Biological Center (ECBC) at Aberdeen Proving Ground for 14 years. His areas of expertise include incident response / command, emergency management, facility / operational threat and vulnerability assessment, executive protection, and joint / medical operations planning. He designed training programs for DoD at Dugway Proving Ground, as well as course material for DHS on bioterrorism and WMD threat/risk assessment. He has been an instructor for the State of California Office of Emergency Services / CSTI, and DHS Domestic Preparedness Programs at Texas A&M and Louisiana State Universities. He has published a number of articles on these subjects. His education includes a BA in Molecular Biology, an MS in Toxicology, and an MS in Security Engineering. He is also a graduate of the FEMA National Emergency Management Advanced Academy.
Mr. Skinner has conducted a number of physical and operational security assessments, particularly from a chemical/biological weapons standpoint, and consulted to various domestic response teams and foreign militaries. He has also worked in the executive protection field, both domestically and abroad, on a variety of large assignments for individuals and organizations. Prior to his civilian work in the hazmat field, he served seven years on active duty in the U.S. Marine Corps as an AH-1W Cobra pilot. After a break in service, he served 21 years in the Army Reserves, in Civil Affairs, CBRNE Counter-Proliferation (cWMD), joint planning, and medical operations units. He deployed to Iraq, Afghanistan, Horn of Africa, and other overseas locations, and retired in 2020 at the rank of Colonel (O-6) with multiple regimental honors.
